“The HDOT’s Review Committee (“Review Committee”) will determine the top three proposers based on qualifications contained in the Qualification Proposal.  Proposers will be notified of their results by November 9, 2009.”

QUEEN KAAHUMANU HIGHWAY WIDENING, PHASE 2

KEALAKEHE PARKWAY TO KEAHOLE AIRPORT ROAD

FEDERAL AID PROJECT NO: NH-019-1(38)

             Proposals will be received at the Contracts Office, Department of Transportation, 869 Punchbowl Street, Honolulu, Hawaii 96813.

            The State of Hawaii, Department of Transportation (HDOT), is requesting proposals for QUEEN KAAHUMANU HIGHWAY WIDENING, PHASE 2, KEALAKEHE PARKWAY TO KEAHOLE AIRPORT ROAD.  This is a Design-Build project.  To be eligible to submit a proposal, proposers must possess a valid State of Hawaii General Engineering Contractor’s “A” license prior to the award of the contract.  Estimated project cost is between $60,000,000 and $75,000,000.

            Campaign contributions by State and County Contractors.   Contractors are hereby notified of the applicability of Section 11-205.5, HRS,  which states that campaign contributions are prohibited from specified State or county government contractors during the term of the contract if the contractors are paid with funds appropriated by the legislative body.   For more information,  contact the Campaign Spending Commission at (808) 586-0285.

            A compact disc containing the plans and specifications may be obtained from the Contracts Office, Department of Transportation, 869 Punchbowl Street, Honolulu, Hawaii 96813.  Proposals shall be submitted in accordance with the specifications.

            Scope of Work:  The project includes engineering and construction services to widen Queen Kaahumanu Highway from the existing two (2) lanes to a four (4)  lane divided highway.  Other work consists of, but is not limited to, design and construction of new pavements, drainage systems, traffic signal systems, pavement markings, traffic signs, guardrails, highway lighting and landscaping; relocating and/or installing utilities; temporary and permanent Best Management Practices (BMP); and permitting to complete the project in conformance with appropriate Federal, State, and local standards.            

            Award of Contract:   Award of this project is contingent on the outcome of a pending Circuit Court appeal of the Administrative Hearing Board’s decision of the previous award.  In the event the plaintiff prevails in its appeal, this request for proposals shall be cancelled.  Otherwise, this project will be awarded in a three-phase process.  Attention is directed to Section III – Qualification Proposal and Section IV – Design Concept Documents and Price Proposal of the Technical Provisions.

            Alternative Technical Concepts must be received at the DOT Contracts Office no later than thirty (30) calendar days prior to the Phase II Proposal (design concept documents and price) submittal date set below.

            Phase-II The top three proposers shall submit proposals (design concept documents and price) to the Contracts Office no later than 2:00 p.m., February 16, 2010.  Additionally, the HDOT may conduct interviews with each proposer to provide the proposer an opportunity to present their design concept and to answer any questions the HDOT may have. 

            The successful proposer selected in accordance with subsection IV.A.3 of the Technical provisions will be awarded the Project (Phase-III).

            Phase-III Award of contract.  This phase is the completion of the design and construction of the Project.

            The U.S. Department of Transportation Regulation entitled “Nondiscrimination in Federally-Assisted Programs of the U.S. Department of Transportation,” Title 49, Code of Federal Regulations (CFR), Part 21 is applicable to this project.  Bidders are hereby notified that the Department of Transportation will affirmatively ensure that the contract entered into pursuant to this advertisement will be awarded to the most qualified bidder without discrimination on the grounds of race, color, national origin and sex (as directed by 23 CFR Part 200).

            The Equal Employment Opportunity Regulations of the Secretary of Labor implementing Executive Order 11246, as amended shall be complied with on this project.

            The U.S. Department of Transportation Regulations entitled “Participation by Disadvantaged Business Enterprise in Department of Transportation Programs”, Title 49, Code of Federal Regulations, Part 26 is applicable to this project.  Bidders are hereby notified that the Department of Transportation will strictly enforce full compliance with all of the requirements of the Disadvantaged Business Enterprise (DBE) program with respect to this project.

            Bidders are directed to read and be familiar with the General Information Regarding Disadvantaged Business Enterprises (DBEs) and Regulatory Requirements for Federal-Aid Projects regarding DBE, which establishes the program requirements pursuant to Title CFR Part 26 and, particularly, the requirements of certification, method of award, and evidence of good faith.

            The State reserves the right to reject any or all proposals and to waive any defects in said proposals for the best interest of the public.
