KUPUNA CARE



Man with Walker On July 1, 1999, the Executive Office on Aging launched its statewide long term care program called KUPUNA CARE. In-home and community-based services.  They are:
  • Adult Day Care: Support for functionally impaired adults in a supervised daytime setting

  • Assisted Transportation: Door-to-door transit service for those who cannot use regular transportation services

  • Attendant Care: Companion assistance and oversight of older adults who are frail or have disabling conditions

  • Case Management: Assistance to identify needs, explore options, and develop a care plan to achieve greater independence

  • Chore Services: Assistance for those unable to perform yard and heavy housework  when safety is jeopardized.

  • Home-delivered Meals: Nourishing meals delivered to the client's residence

  • Homemaker Services: Help preparing meals, grocery shopping, managing money, using the telephone, doing housework, and taking medications

  • Personal Care: Assistance to clients who are unable to bathe, eat, dress, toilet, and/or transfer from bed to chair by themselves

Who Is Eligible For KUPUNA CARE Services? 

KUPUNA CARE is available to meet the needs of older adults who cannot live at home without adequate help from family and/or formal services. It is designed to assist, not totally support, Hawaii's elderly to remain in their homes as long as possible. KUPUNA CARE targets older adults having difficulty in performing two or more functions of daily living. To qualify for KUPUNA CARE services, an individual must meet the following requirements:
  • U.S. citizen or legal resident

  • 60 years of age or older

  • Not covered by any comparable government or private home- and community-based care services

  • Not residing in an institution, such as ICF, SNF, ARCH1, hospital, or foster family

  • Impairment of two or more ADL or IADL2 , or significantly reduced mental capacity

  • One or more unmet ADL or IADL need

How Much Does KUPUNA CARE Cost?

State funds cover the cost of services for those who cannot afford to pay. It offers a reduced rate for those who can afford to pay only a portion of the service. The client's co-payment amount is based on the older adult's monthly net income. Out-of-pocket medical expenses, and emergency situations will be considered


How Can I Get KUPUNA CARE Services?

KUPUNA CARE is currently available to older adults on the islands of Hawaii, Maui, Oahu, and Kauai. Older adults or their caregivers can contact their county offices on aging for services.

1 Intermediate Care Facility (ICF) Custodial/supervision, ADL assistance.
Skilled Nursing Facility (SNF) 24 hour care by a skilled nurse.
Adult Residential Care Home (ARCH)
2 Activities of Daily Living (ADL) Basic activities include eating, bathing, dressing, transferring from bed to chair, controlling bowel and bladder, and moving about the house safely on one's own.
Instrumental Activities of Daily Living (IADL) Activities include preparing meals, shopping for food and personal items, taking medications, managing money, using phones, doing housework, and using public transportation
