HePS is an online procurement system that matches Judiciary buyers with sellers.  The Judiciary may use HePS to solicit price quotations for goods and services of $15,000 to less than $50,000.  A seller is able to receive automatic email notification whenever there is a solicitation for the types of goods and services that the seller may be able to provide.  A seller is also able to submit price proposals electronically and compete with other sellers.
