The purpose of Chapter 103F, HRS is to improve the State's process of disbursing funds for health and human services by providing a single public procurement policy.  This policy promotes greater fairness, efficiency, effectiveness and accountability.  

The improvements established by these statutes and their Administrative Rules have resulted in a simpler, standardized procurement process for both the State and providers.  Limited resources can be used more efficiently and cost effectively, thereby allowing more time and attention on planning and delivery of services.
