About Secondary Purchases

 

Background

An after-the-fact secondary purchase enables a purchasing agency (a secondary purchaser) to utilize the service or part of the service that has already been conducted under a competitive purchase of service by another purchasing agency ( the primary purchaser) under certain conditions.  This saves extra effort and increases efficiency for purchasing agencies and private provider applicants as only one request for proposals is issued and one proposal is submitted.  A separate contract is executed by the secondary purchaser.

All after-the fact-secondary purchases must be approved by the Chief Procurement Officer.  In addition, they must also meet the following criteria:

  1. A statement allowing secondary purchases  was clearly indicated in the RFP.
  2. The secondary purchase may be no greater than 30% of the total services purchased between the primary and secondary purchaser or no more than $75,000, whichever is less.
  3. Services must be the same or substantially the same.

 

There is also another type of secondary purchase, known as a Planned Secondary Purchase.
