  1. Welcome

  2. Biennium Timeline for Competitive Purchases of Services-Final
    Reviewed final version.  Clarified that it must be followed for all RFPS that State agencies plan to issue between October and December 2006.

  3. RFIs (Requests for Information) - Update
    Reviewed overall progress in issuing RFIs.  Since rules became effective in January, 2006 and 6/30/06, sixty RFIs have been issued.  Discussed methods for getting more feedback, ways to summarize responses/comments received.  When posting an RFI on the procurement notices system (PNS), be sure to enter "Request for Information (RFI)" at the beginning of the description box. The RFI FAQ will be updated.

  4. Contracts Database (CDRS)- Update
    State agencies are doing a better job of posting new contracts. Many contracts do not have actual expenditures for FY 2005 posted.  Reminder: new contracts must be posted within 5 days of execution of contracts.  Demonstrated location of MS Excel files downloaded from CDRS on 7/3/06 and how to utilize and filter for division and program.  Discussed questions SPO has received and answered. 

  5. Preventing Procurement Violations
    Discussed procurement violation reports (PV) submitted from January through the end of FY 2006.  There were 6 PVs.  The main causes are of procurement violations are 1) failure to extend contracts in a timely manner and 2) failure of staff to follow procurement notice requirements.  Discussed methods of ensuring all staff are aware of requirements.  Discussed Procurement Circulars and demonstrated how to access them on the SPO website.

  6. Exemptions
    The number of requests for exemptions continued to grow in FY 06.  Remember to submit requests in timely manner.

  7. Updating Cost Principles (PDF) - Request for input
    SPO will be updating the cost principles.  Asking for input from state agency personnel.

  8. Solicitation for Treatment List of Qualified Private Providers - Update
    Provided update on services that will be included in the next solicitation and anticipated timeline.

  9. SPO website
    Discussed upcoming cosmetic changes to health and human services section of the SPO website.  Demonstrated where to access various features/content.

  10. Future Workshops/POST Meetings
    Next workshop:
