Planned Purchases Report
Departments are reminded to input and update CDRS entries.
Contracts Database Reporting system (CDRS) Summary by Departments.
(Recap of number of contracts and funding for FY05 to FY08 by department.
SPO is working with ICSD to incorporate planned purchases into the contracts
database.
Online Databases

funding on the CDRS by FY. Some common mistakes and how to correct them.
Do not confuse the CDRS with the Procurement Reporting System (PRS) for HRS
Chapter 103D purchases.
Be sure to pay attention and amend, as needed, the check marked areas on the
attached CDRS forms .
Hawaii Compliance Express (HCE)
What is the
HCE?
What state purchasing agencies need to know about HCE? (SPO Circular No.
2005-04, Amendments 1, 2 and 3)
Amendment No. 3 makes it MANDATORY for state agencies contracting with a
vendor/provider to verify compliance via HCE and to print the
compliance
certificate. Purchasing agencies shall not require HCE registered
vendors/providers to submit paper certificates. These HCE procedures also
apply to HRS 103F health and human service contracts.

A brief discussion of e-procurement, what is
happening with
HePS, the State of Hawaii, e-procurement System, some of the
advantages of e-procurement.
Announcements
The yearly SPO solicitation for statement of qualifications from
providers is temporarily suspended pending study of how extensive the
treatment list is used.
