Where are the Requests for Proposals (RFPs)?
  The Treatment List of Qualified Private Providers may be used for the treatment method of procurement pursuant to Section 103F-404, Hawaii Revised Statutes (HRS) and Chapter 3-144, Hawaii Administrative Rules (HAR). Treatment services are defined as services to individuals and families by health or social work professionals that attempt to alleviate physical or mental illness or behavioral problems, including but not limited to, medical treatment, counseling, physical, occupational and other therapeutic services, and referral and case management.

State agencies may utilize the State Procurement Office (SPO) Treatment List of Qualified Private Providers to purchase treatment services when the following criteria are met:

  1. If either or both of the following are applicable:
    1. The need for such services may arise from time to time, but the need cannot be anticipated accurately on an annual or biennial basis; and

    2. Delaying treatment until a competitive purchase of services could be conducted would render the problem worse than at the time of diagnosis and assessment.

  2. The contract will be for $100,000 or less; and
  3. The term of the contract is one year or less.

When the need to purchase treatment services arises, the head of the State agency or designee contacts at least three providers from the appropriate list on the list and selects the most qualified provider.  The head of the State agency or designee negotiates a contract. If negotiations fail, the provider is notified in writing of an impasse and the head of the State agency or designee selects another provider from the list and conducts further negotiations.

The statements of qualifications for qualified providers are maintained and available for review at the SPO. The Treatment List is revised as necessary.

Providers on the Treatment List have provided documentation of meeting the minimum qualifications as described in Appendix A at the time of evaluation. The treatment list is not a credentialing process and State agencies should verify the selected provider’s credentials prior to contracting. Hawaii licenses for professional services may be verified on the on the Department of Commerce and Consumer Affairs website at http://pvl.ehawaii.gov/pvlsearch/app or calling the Consumer Resource Center at 587-3295.
