This contracts database represents over $669 million dollars
in funding for fiscal year 2004 including $286.5 million for Medicaid fee
for service contracts. With each additional year the database
continues to provide a baseline with increasing accuracy
for
state agencies and interested parties and provides a more
complete picture as it is used for examining trends, which aid in
planning future allocation of resources. Included are contracts made
by state agencies to provide health or human services to Hawaii residents. These
services are procured pursuant to Chapter 103F, HRS, the procurement law for
purchases of health and human services. State agencies purchase health and human
services through the five methods of procurement or by exemptions from
procurement requirements: 1.
Competitive
purchases of services; 2.
Restrictive
purchases of services; 3.
Treatment
purchases of services; 4.
Small
purchases of services; 5.
Crisis
purchases of services; and 6.
Exempt
procurements approved by statute or rules such as contracts with government
agencies, contracts expressly exempt from Chapter 103F, and contracts the chief
procurement officers determine are exempt under rules. You will find
a
listing of contracts awarded by departments and their respective
divisions, offices and administratively attached units. Further details of the
contracts include contract number, service title, provider name, contract
amount, effective dates and program information. State
agencies and interested parties may utilize the data to coordinate and configure
services to various target populations and geographic areas. The data is the
cornerstone for overall planning activities and to provide a forecast as to how
public funds will be contracted for services to various populations and
geographic localities. The
data also provides information to allow state agencies and other interested
parties to identify services and assess needs. The results provide a basis to
determine the level of funding committed by the State to address the needs of
various target populations, provide appropriate geographic coverage or to adjust
funding levels to better fulfill community needs. The data is intended to assist
the State in maximizing its resources by eliminating overlaps, consolidating
similar services, and making adjustments to fill gaps and increase the overall
efficiency and effectiveness. The information in this report is as complete and accurate as reported by state agencies.
