Workshop on 

Secondary Purchases of Health and Human Services

Pursuant to Section 3-143-608, Hawaii Administrative Rules

was held  July 31, 2003 at 1151 Punchbowl St., Honolulu

The workshop for state agency personnel  provided an overview of secondary purchases as a planning and purchasing practice that allows state agencies to: 1) coordinate the needs of two or more agencies requiring substantially the same services, or 2) utilize another state agency’s competitive procurement to contract for the same services.  

Topics included:

• an overview of the two types of secondary purchases: planned, and after-the-fact; 

• conditions under which each type of secondary purchase may be used; 

• examples of how to implement secondary purchases; and

• Form SPO-H-300 for requesting an after-the-fact secondary purchase.

1. Secondary Purchase Manual (Adobe Acrobat format) that includes:
   an introduction to secondary purchases, 
   step by step procedures for both types of secondary purchases, 
   optional checklists you may use when planning for each type of secondary purchase, 
   the form for requesting an after the fact secondary purchase, and 
   samples of items in the service specifications for a planned secondary purchase.
